The +20 were converted pre-cu I think. There is a guide to the loot in the stickies at the top of the page. Skip all the crafting part if you don't know anything about armor crafting and read the loot drops and bounus ranges further down. As far as needing the peko peko...not sure. Don't make much health enhanced yet.
As far as the looted cores,don't bother. You won't be able to get the "best" protection with them.

as far as health bonuses, there are a few ways to do it, you do NOT need a bunch of feathers. but... it helps

And actually for assault, 6200k energy in the cap you can get by using energy layers.

BH armor is assault as others have pointd out. You will need to use feathers to hit the health cap on each piece. This is because, the best segment enhancer, even pre CU converted will only have a value of 15 (rancor hide). Each core will take 3 segments so thats a maximum of 3x15 = 45 per piece.
Assault segment enhancers are kimogila scales, rancor hide or brackaset plates. kimogila scales are +5 to +12, rancor hide are +5 to +15 and brackaset are +4 to +6. Kimogila scales are the best choice as rancor hide don't seem to be as common. Buy/loot 3 sets of 13 stack 10+ health kimogila scales and get 7 pre CU feathers and you will reach the cap.
The +20 pre CU segment enhancer is nightsister layers which is a battle armor enhancer.
