They are a limited use schematic PSG that you can get from a quest. They used to be able to do factory runs of them, so you can still get them pretty easily. They are called imperial PSG's and you can usually find some on a vendor or trade board.

I know that, I just have never seen any Imp psgs with those mods

They didn't have them before the CU. The did after the CU. Trust us; many of us (the lucky ones, not me

yeah, I was just confused, cause even post-CU, never seen them with those mods, not even on the ones I had from pre-CU

I'm not an armorsmith, so I wanted to ask you guys. Can you make PSGs with the added health bonuses?

No. you can get an Imp PSG with an accuracy bounus (I think that's what mod it has), but can't add health to them.
