Any NPC can drop them... the harder ones like ns will drop better tapes with higher bonuses.
Also, you can loot clothing w/ experimentation from tuskns... although females can't wear the clothes and not all species can wear the helmet.

Aakuans drop alot, and NS elders drop the best ( but not common loot by any means). High level faction NPCs are dropping nice ones as well. My +25 weapon assembly cloak ( with a +14 and +25 other modifier) came from a NS elder.

I find Aakuns drop armor attachments and not skilltapes, at least not nearly at the same rate. It's also been my experience that good loot drops occur more frequently when in a large group. I would fly to Dantooine, get into a solo group then head to Talus and do Aakuan missions. Looted 9 good AAs in 24 hours, plus belts, robes, etc., and this occured at a much higher rate than when I was aloneor in a smaller group.(Maybe it was only coincidence or luck, of course.) The problem is turning that stuff into credits and then finding someone selling armor skilltapes.
Trade Feds seem to have a good drop pool as well. If you are neutral, you can get missions for them from Imperial terminals. I would still recommend the solo group approach.
