I looted 8 of these segments for Padded Armor.

Base: 20%

Integrity: 18750

Heat Effectiveness: 11%

Energy Effectiveness: 11%

Are these any better than Master Armorsmith made Advanced Segments?

I know the number of segments required per armor piece can vary, so can I atleast get a mini-suit of chest, helm, boots, and gloves from 8 of these segments?

As a padded maker, I have been able to make 25% segments, but I would have what you got made, simply because it has a nice addition to the condition....

Yeah, the condition on those is insane. Eight segments will get you chest (4), helmet (3), and a pair of boots (1) OR a pair of gloves (1).
