Same here I looked all over the skill trees and saw no proffession that had the ability to make one. Stoked that stats on materials for the peko layers are no longer used Any polysteel, and laboi mineral crystal gem, and and oridium ore. Wonder what these bio things do still though.

Feathered apperiance is the RIS layer converted. All it does is add condition and supposedly a 'feathered apperance' to the armor.
