ATM, I'm only gathring resources for those 3 layer types. Should I be concerned about the resources needed to make the other layer types?

Only if some major changes are made to how elemental damage and resists work. But I would say always keep an eye out, I did hear they where discussing changes to elemental damage.

For PvP I don't think there will ever be a reason to use anything besides the three layers listed above, since there's not way you'd name what type of elemental damage your opponent will be using, however for PvE, if they made changes to the elemental damage system so that certain MOBs had specific elemental attacks, than it would be possible to make a layered suit designed specifically for hunting that type of MOB.

Elemental damage isn't working at all atm, some say it has been turned off, I think its just broken personally. When it is working as intended I see a specialized market for this type of armor. I would bet that mobs will have their individual elemental types, and dungeons will have prevailant elemental critters. Commandos will be happy again and BH will be paying attention to the color of their marks saber. I'm amazed that they have not made this count yet, the name of balance issues is just going to come up again when it is working.
