Can Ubese shirts, Ubese bandolier and Marbari Armorweave
belt be worn by anyone or is it considered
certified specific to elite combat professions?

thats a good question..

lately, the ubese shirt was more a tailor stuff than armorsmith.. because it doesnt offer any protection, its only for fashion purpose...

i think anybody can wear it, ill try tonight at home.

I had no combat professions for awhile, and I was able to wear both an Ubese shirt and Mabari belt. They were pre-CU.

I am a Master Smuggler (Recon armor) and I can wear a Padded armor belt - so that goes for the Ubese Bandolier and the other.

You do not need to be certified in those armor types to wear non-protective items (except boots and gloves - you still need armor cert for that type)

I know for sure wookiees cant wear the belt or shirt ..

Not sure about the bandoliers ..
