Can someone give me any idea how these are used? Are they used when making Kinetic or Energy Layers or are they an alternative to using Kinetic and Energy Layers? I'm a bit confused!

They are just layers used in making segments the same as kinetic, energy etc. But they enhance both kinetic and energy.

Ahh ok so I can use these instead of Kinetic or Energy Layers?

Yea, they push down the elemental protection to boost Kinetic and Energy. One of the most useful layers.
