A few things to keep in mind when making a judgement though.
First, an Ubese Jacket covers your chest AND your biceps (upper arms). So, when comparing the HAM costs you need to add the HAM from both left and right composite biceps to the total for composite.
Second, take into account the kind of damage done by creatures/players you normally fight. If you are fighting npcs who have energy weapons (like ST's) or if you PVP then Ubese isn't really an option and there's no point comparing it to any composite pieces.
Finally, which composite piece were you looking at with 45/36/75 HAM? That sounds exceptionally good for a composite piece.
You are asking the wrong question.
The correct question is : "What armor is best for my use ?"
Which depends what you intend to use it for.
Currently there are two popular armor types :
Composite, by many considered "best" based on the high resists, but the cost of buying and wearing is high.
Composite is layered differently depending on usage, commonly made for high base resists, but also some varieties like Stun ( very popular now ) and Kinetic ( top of the line hunting armor ).
Ubese is a low cost alternative to Kinetic Comp. A full suit of 80% kinetic comp will run you 200K + ... 70-75% Kinetic Ubese 80K +
Ubese is also less encumbering, but is also less durable than composite.
Those two are the most popular.
But I also get requests for special padded suits from people who want to look good ( padded has the greatest palette of all armor types ), and some buy low end suits like mabari and chitin.
Tantel is just about the only non seller...
So what is best ?
For what use, budget, and level of encumbrance ?
Also check if its been sliced or not.
Asstated, comparingUbese Jacket to a Composite chest is not accurate. You need to compare an Ubese Jacket to a Composite chestplate AND both Composite biceps together to see what the HAM is.
With the stats you gave I assume it was an Ubese Helm??? If you were comparing helms, I have never seen a Composite Helm with a Mind of only 75. I'm not even sure if thats possible. Maybe with amazing NS shards/layers, and a perfect slice... I don't even know. Either way, it probably was not a fair comparison between the two.
from your post, it looks like you are looking at the HAM costs on a Ubese Helmet, and a composite bracer/bicep/gloves or something like that. They can't be compared.
Ubese helmets are particularly heavy for the suit, and as everyone has pointed out, the jacket takes up the bicep slots too, so you really need to compare full suits. I will say this. I can wear a full suit of my ubese immediately, but i can't even get into my suit of unlayered composite without food. Composite is almost always heavier. If the resists overcome this weight in your opinion, it is better.
