Obviously I would be hoping for good slices. Is this possible without using any special loot things like krayt scales and janta hides? I realize slices do not affect special protections, so I would have to use something like electricity for the special and then experiment those layers to 4% base and triple layer it.
Anyone have tips for this?

Depends on what you're going for.
In PvE I do cold layers (low HAM, decent resists), it starts 80% cold, 71% base and then just hope for a good effect slice.
PvP, stun's the way to go, just make sure you get the base to 67% (absolute minimum for a 35% slice to hit 90%). Every little bit higher makes it significantly easier to get 90% base. I've been toying with the idea of doing some 27% stun/71% base stuff for intance.

I actually am thinking of specializing in only HIGH quality armor like this. My other character is a master smuggler so it would be pretty easy for me to do. However, how much should I charge for a suit like this?
Considering it's going to probably take a total of 4 or 5 suits to get all the slices I need for a 90% suit. The only problem is the pieces of armor that have bad slices are almost worthless because theres no special protection
so things that get encumberance slices are gonna be like 67% base....people won't like that heh.

Well what I did was sliced 10 suits (90 pieces), looked at all the slices I got and figured out how much I wanted to get for the armor unsliced. Then I added 20% because they'll get to choose what they want. Encum got priced very cheap, good effect slices became very expensive.

A month ago I woud have agreed that the encum slice pieces are almost worthless. Now that NPC's are doin specials again (see Nightsisters lol), having some stun protection on a lighter suit certainly helps even if the base is only 65%.
A pre-sliced effec stun suit on my server can definately fetch 6-700k maybe more. (80%+ Base range)
To answer the posters question...I keep 100's of my best stun layers on hand. When I feel like it, I craft pieces using janta, NS layers or whatever. I sort the pieces by HAM and Effec and viola! Suits! I usually only give the suits to my guildies though.
Bottom line, if the customer only looks at the special protection, then he/she doesnt really undertand armor. Unfortunately this is usually the case.

Unfortunately the % on the Smugglers tools have absolutely no bearing on the sucess, or degree of the slice, any smuggler that uses this as a selling point is either unaware or lying, sorry to go off topic

Idid 60 suits (540 pieces) to get 2 sets of 90% armor with a base of 68-69%
Sliced by experienced master smuggler with 99.5% tools. (thanks ArtisanRat)
I used electric layers.
Check link in my signature for more details.
The encumbrance sliced armor sells as fast as the high% stuff at my price schedule.

Yes, I remember one of the dev's stated that tool quality didn't affect slicing. They had intended to do something with the tool quality factoring in but ran out of time before launch so nothing got coded in.
