I recently came into 8 of theses, number one what exactly do they do, number 2 what are they worth, it would be great if you armorsmiths out there would help me out.

They have effects on armor... the specifics of your segments can be seen by using the Examine command.
I pay between 200cr to 1,000cr for segments, depending on their stats. Top end goes to the best krayt scales... nightsister shards, maybe 750cr if they're premo.

I just looted a few nightsister armor segments. Stats are:
+3% effectiveness
-5 action encumberance
Are these worth anything?

I've never heardof an armor segment. Do you mean Layer? Or Shard?
Layers have a base value and usually an action encumberance, base around 3% base -5 action
Shards have enc values only. Base is -10/-10/-10
Both are used extensively

I think what he's referrring to are Nightsister Armor Layers.
I have the same question. And if they are worth something, what do the stats on them need to be like?
I just finished Mastering Swords and am looting these things commonly of NS npcs and would like to know if I can do anything with them.

That all depends on the size of the set and the AS. Sets of 1 and 2 would not sell.

I use any layers I can find. still trying to make a suit of 90% base sliced NS comp. (3% layers go into chestplate helm and pants... much cheaper that way)
