Is there a quest to complete or a schematic needed in order to be certified to make faction armor?

nope not really... just have some FP ready. Be a Master Armorsmith and then join a faction of your choice and talk to the faction recruiter that you want to buy some schematics... the faction armor is listed there... have fun.
