I am not an armorsmith but I am wondering if it is possible to add sockets to an ubese bandolier? if so how many?

Yes, you can.
It's a random number of sockets when the item is created between 1-4.

Actually 0-4. Also, this does not decay, like the Ubese shirts there is no condition. But, bandolier takes slot used by pack so you cannot wear with pack.
