I don't know from experience, but I think the resists would be equal to the % resist on the layer times the number of layers in the seg, and maybe times the nember of segs in the piece I'm not sure. Short answer no I don't think so.

If you put, let's say, a 13% heat layer and a 12% acid layer in your padded segments, your armor wil have 13% heat and 12% acid resist.

If I put a heat layer and a acid layer into some padded armor to round it out, would the heat and acid resist be the same as the other base resists.

IMO the only way to make usable padded is to crank up the kinetic in all crafting stages. Mine right now is like 74 Kin and maybe 50 base, **edit** the base could be much lower I forget. Its pretty good for hunting and looks great.

As a consistent creator of padded armor I can confirm:
1. Your heat resist in the armor will only be as good as the layer(s) you add. This is true for any vulnerability you are attempting to cover.
2. Kinetic padded seems to be the most viable option. I have made padded with heat layers and have achieved 51% base resist with moderate acceptance from the buying community. I have also made a fair amount of Kinetic padded by maxing the special resist on 2 layers. This has yielded 75% kinetic and 46/7% base and has soldpretty well (on Gorath). In fact, i would say 76% kinetic, 45% base in a slew of colors makes a very good alternative to ubese for hunting. I have made lower kinetic/higher base but this doesn't seem to make much sense because most people care about the kinetic above all else and the base can always be sliced up.
