Excellent idea. It really wouldn't effect balance as the only additional protection would be directed towards the torso. Although one must also consider even with a 4% reduction you would still get the light armor bonus.

Just thought of this one, and haven't thought of any logistics (like decay issues) but it would be cool if you could put the new Tailor Padded Segment into Ubese shirts as an optional compoinent.
That would add up to an additional AR1 4% of base resists to your torso parts. Just thought it would be cool to sometimes just go without the chest pieces on armor to lower the HAM costs but still get a 52% reduction in some damage taken. Notice, this wouldn't have kinetic, just the ubese base resists so it wouldn't be too helpful.
Not that I see this idea as too helpful, but I can see them extending the use of that Padded segment for the tailors, and this was the first place I could see it going into.
