I have personal armor 3 but i cant find ubese shirt and my data pad doesnt show that i know that schematic. Any sugestions

You'll need to be standing next to a private crafting station to see it. You don't need to be admin on the building it's in, as long as you can enter the building and stand next to it you'll see the full list of schematics you can use

Strictly speaking no, Mabari Chestplates are the fastest. But, those require a lot of resources as well as tailor sub-components. Whereas Ubese shirts don't require any sub-comps and have fewer resources needed to make them.

There is no way to set up a crafting macro to my Ubese shirts then right

No, all it means is that you set a different draft schematic than you would for the Mabari chest plates - all you'll need to do is make sure that you're standing beside a private station (whether it's yours or not is immaterial as long as you can stand near it).
On the subject of the draft schematic number, I think the way this can be determined is to open your datapad and look under "Draft Schematics" - then count from '0' working left -> right and top -> bottom until you reach it. Although this isn't always guaranteed to work properly...
