You don't really need the Peko Feathers unless you want a health bonus.And if you do want the health bonus, you'll need other stuff like NS Fragments (aka NS Layers pre-CU), Krayt Scales, Janta Hides, Voritor Scales and/or Fambaa Hides because the Feathers aren't enough to cap the bonuses.

However, Pub 18 bugged health bonuses so you can't really get them atm. In other words, you'll only need the GDK Scales, Gurk King Hides and Woolamander Shards. 9 each is ok, but since the failure rate is pretty high for RIS, I'd get some more just in case. (The last set I crafted got 4 failures out of 7 pieces)
