I had to look twice but saw this in patch notes:
Armor
Fixed the rancor padded armor segments so that they work with padded armor
Too bad I had destroyed everyone i owend hehe!

I got some 60% base ones that I might try. Would probably be some awesome padded armor (with the most crazed encumbrance ever due to the experimentationchanges).
The segments:
Rancor Padded Armor Segment (Exceptional) x5
Base Effectiveness: 60%
Integrity: 5525
Health Encumbrance: 3
Action Encumbrance: 11
Mind Encumbrance: 11
Heat Effectiveness: 68%
Cold Effectiveness: 23%
If I dare try, I will post the stats on the final piece when done.
The segments:

Good thing I have been saving mine. What is weird is that I did have 1 segment that did work one time.

You put that into padded armor and people will start giving padded armor the credit it is due
