when an armorsmith uses a repair tool does he have better sucess at getting a higher condition when repairing item?

To my understanding, yes. It's not a huge increase in chance, but it is an increase.

I am pretty sure only those with repair skill attachments and/or force sensitive repair have a higher chance.

Some discussion of this here and numbers here.
The short answers:
-- No hard evidence that armorsmiths repair armor better than non-armorsmiths. Thunderheart has mentioned that weaponsmiths do have a better chance at repairs, so we might have a better shot.
-- Numbers suggest skill tapes make no difference.
-- Not enough evidence on FS Repair to really judge.
Hmmm ... lots of questions on repairs lately ... maybe we need a sticky'd guide on it?

We need a list of things for our new Corr to sticky for us....when Tiggs picks us a new one. Although, we'd probably need to write the guide first.

I should have known better ... best way to shut someone up about something is to put them in charge of it

It's not so much that I wanted to shut you up, as it was that I'm to lazy to do the research
