I know Janta Hide, NS layers, and NS Shards can be substitued instead of a regular RIS layer but I was wondering can Acklay Hide be used?

No, IIRCAcklay hide replaces the segments used in padded armour. So it can't be enhanced, or used as an enhancer in other armour.
