I picked up some acklay hides, the description would indicate they are useful in crafting armor. My question is what type of armor uses the acklay hide segments? (I'm not an armorsmith just a hunter trying to figure out what to do with his loot.)

Padded...hum I don't think I've ever seen anyone selling padded on my server, what does a normal suits stats look like?

These replace the crafted segments, so there's no playing around with layers or experimenting on the different aspects of the segment itself.
I've used them and typically get 45-50% base resists and a nice boost to whichever special the Ackley segs boost. I think I have a chest at 80% energy. Another big boost from these is the condition. My chesy piece is aroud 49k max condition.
They don't add much weight either. I can easilly wear the full suit without buffs, but that's not difficult to do with crafted pieces.
There's really very little market for these that I've seen. I was given most of the ones I used and looted the others myself. Personally, I wouldn't buy them.
Usually, you can find a smith or 2 on each server that's been collecting resources for padded and willing to make it. The majority probably don't bother. Mainly because it requires a lot more hide than the other armors.

Here's interesting food for thought...
A friend of mine looted some exceptional acklay hides (46% base). They had another local armorsmith make some padded armor belts from them. Both the armorsmith and the hide looter both report that these belts act as PSG's, absorbing damage on top of or in lieu of normal armor. I asked what the condition was on the belts, and sure enough neither one was at full condition (no death decay either).
I've made padded armor belts out of normal acklay hides and did not see this.

Mmm, and to go on with DirthNader's post....those belts had sockets (and like 90k condition), meaning expensive attachments can go in there as long as the initial condition is high enough. If they act like PSG's though...well, they decay rather fast.
