unlike Composite where you just max the one line to get the best resists with RIS there are 2 very important Resist lines on both the segs and the final so yes the extra 2 points on it translate directly to higher resists. I would estimate around 4% base or 8% special take your pick
But the 12 points really helps a lot in RIS, you can get your layers up a little higher, I dont know if youll be able to hit 30/40 in the segments without it. I would honestly have some strong hesitations to making RIS until i got my 12th point considering the expense and effort it takes to get the resources to produce it. But if you choose to make it i would still say that with decent resources(not fantastic), you should be able to hit 80% kinetic and 60% base.

It depends on the quality of the resources you use and how good the loot you are using (by this I do not mean GDK scales - and the other necessary components) such as nightsister layers and segments enhancers (janta hide, krayt dragon scales, rancor hide). Not sure if you also mean the intewoven schematic too? But that scematic adds an extra layers and a cube (yellow preferable). With the non interwoven you should be able to get 80%kinetic resist and a base of atleast 50% and with the interwoven schematic you can rather easily get 80%kinetic resist and 80%base (requires good nightsister layers)
How do you get it? Well, you can buy it from an armorsmith that has the armor for sale (very expensive option) or you can hunt the basic loot yourself (GDK scale, Harrower bone fragment, Gurk king hide, nightsister layers etc.) and get it much cheaper.
