How do the repair kits work post cu? do you need armorsmith skill to use? if says 99 percent does that apply to the person who has no armor skill? also does this work thew same for weapons? thanks

The only thing we know for certain about armor repair post CU is that anyone can use a repair tool. That's about the only thing we knew for certain pre CU, too.

The 99 percent indicates the tool was made with top quality materials, and the conventional wisdom is that using a quality tool is a good idea no matter who you are.
