1) You could make a suit with all stats around 6000. On most servers, 10 or 11 good energy layers per core would do it. Primus layered suits are typically 7500+ kinetic 5500+ energy.
2) Yes. The kimo scales are complicated, however.
3) Everything but boots and gloves.
Beware the NGE however. Who knows what it will do to enhanced armor.

First off what is the most balanced and high quality suit of composite armor that you have ever made? (By balanced I mean between energy and kinetic) (Is that called primus layered?)
Second, I have some peko peko feathers and kimo scales for the suit of armor i wish to make....can you apply both to the same suit?
Also, what pieces can take health enhancements?
