yes, also a tailor can experiment on them jus tlike you experiment on armor segs.

you may have to teach your tailor how to experiment, also resources do matter, and you will want a mster tailor

so......synth cloth cant be experimented on and quality of resources don't matter, armor padding is basically like an armor seg, you can experiment, resources matter, and a master has more experimentation points. the quality will be seen in final product
