Thank you all, for the help. I made a second run and was able to get them up to 90%...
Just wanted to say thank you for sharing the info

Thank you for your imput...
You might get a more accurate response if you asked armorsmiths on your server. Each server's resources are different so what's good on one may not be so hot on another.
For Intrepid, for instance, I hit 95%.
YMMV

86% will correspond to a 43 layer. 12 layers per advanced core so thats a 516 total. If you are capping your armor, say battle then a full primus build would be 6516K 6516E 5484B. If you are not using a crafting buff to do this then get one as that would add another 12 or so to your total.
I would say that anything over 500 is a good first target. Of course it all depends on what server you are on and what the resources have been like there as to how good it is.
I'm on Farstar and I can make server best which is a total of 585 after a crafting buff. Farstar is blessed with both very good primus and energy layer resources.
Of course remember that a bonus of 500-600 is only about 2.5% compared to a 6000 unlayered value in protection terms, and the difference between your 516 and my 585 is way less than 1% as well. However, bigger numbers even if they make very little actual difference sell well
