The require 5 identical core's but the max drop on any loot is 11 identical. With 3 segments per core means I need atleast 18 to make enough enhanced segments to make 5 enhanced identical cores. So I guess chest plates aren't meant to have +75 health?

Most chestplates use 3 cores, only ubese that use 5 (and 7 for mabari).
The max of 11 has been removed so it's possible even for ubese and mabari but I doubt we will see any enhanced mabari chestplates soon.

I guess it only makes sense. Ubese Jacket has Biceps in it. Mabari Breastplate has bracers + biceps so the 5 and 7 are only justified just makes it dificult to make the armor :/

Yes but as owet says you don't need 16 with the same serial, the core can take 3 different segments.

Anyway, if it is recon, you must do tantel if non factional to make sure you get the max health bonus from a whole suit as Ubese and Marabi off less potential health bonus.

Yes, the cores need to be same serial, even if the segments don't. Besides, from what I've read elsewhere health bonuses on segments do not seem to stack in a single core, but the cores do stack in an appearance. So this means that the maximum shards you need for an Ubese chest is 6 - one per core and one for the schem.
Can anyone confirm this?

No, I think the health bonus stacks in the segments, but not in the cores, i.e., if you only used one +15 enhancer per core, your final piece of armor is only going to have +15 health, regardless of how many cores were used in the piece.

CLEARENCE!!!
mods stack in the Core, NOT in the final combine.
Example...
One segment takes one modifier. +15
One Core takes 3 segments. +45
One Arm piece takes 1 Core = +45
One Helmet takes 2 cores = +45
This is tested! Max in this case for a suit is +315 Health
If the feathers do what ppl say they do( +17 health) then i guess it could hit higher as they are used in the final combine as a fether appearence in an optinal slot.
I've also heard that cores stack, so maybe it's an either/or?
In other words, to get +45 in an arm, you have to stack three segments each with a +15 mod into the core, but, to get a +45 chest, you could use three cores that only have +15 (rather than +45).
If this is how it works (I don't know, it's pure speculation since I haven't tested it yet), you could strategically use your lower-end and higher end enhancers. The +15 enhancers would be saved for the single-core items, while the +5-8 enhancers could be used in the cores you'll throw into chest pieces. Three +5 segments into a single core would still give you the +15 bonus, and then three of the +15 cores into a single piece of armor and you get your +45 health bonus. Of course, you'd need a stack of13 +5 enhancers to make 1 chestplate with a +45 bonus: 1 enhancer to make a schem for12 segments, then you use3 of your 12 segments to make a schem for three cores, which will use up the remaining 9 segments.
If the cap is +45, though, and the feathered appearance gives +17, then really your cores only need to add up to +30 health before you add in the +17 feathered appearance, which will cap you at +45.
Like I said, this is all speculation on my part based on what I've read here, since I haven't had a chance to test enhancers.

I made a set of battle Armor with +5 Vorritor Scales, It all came out +15 for each peice. I don't think it's a cap, the cores just doen't stack.
