Get two: Stun layered advanced comp helmet (this will top out at 39% stun, but that's the best you can do) and acid layered advanced comp helmet (this ought to be at least 75% to acid). One will keep the Jawa Ions off you, and the other will keep the BH from shooting your eyes out. Then, you just got to worry about the TKMs kicking your head off, but hey, you can run from them.

The other thing you can do is eat right. SYnthsteak is great for keeping the long term damage down. Flameouts for the charge to kill the rifleman, plus Muon Gold to heal your head when he shoots you.

That's a tough choice. I have found that a rifleman and his T21 hits SO much harder than a BH's eyeshot with a scatter pistol. So I try to just rely on my acid protection on my base stats and look for 80% energy and if possible 35-40% stun on the head. If I can't get stun, then I'll take a 60-70% acid protection along with the high energy protection.

Lately, with my server atleast, I've seen more riflemen using T21's than Jawa rifles so stun hasn't been much of a concern for me. *shrug*

That would be a Godly helmet. 35% stun would require all three layers, and then to have the base be at 69% or so, then sliced well for effectiveness (not HAM cost). Other folks' secondary mind stats would be drained just being in the same room. Heh. It would work though!
