now what the hell do I do. I keep all my ris components in a bag, half the crap came out with serials half didnt, and Im told by CSR that there is no way at this time to fix this dilemma

So I propose and easy fix to this problem, make RIS related items and crafting NOT require serial Items, come on it shouldn't be that hard to isolate it from the rest of the stuff.

They have just recently added serial numbers to the RIS loot components. Previously, all of the loots were "serial-free", but only dropped one at a time.
