I don't agree with the way armor certification is going, So I thought I would add my own two cents.

Leave in the various Mitigation benefits for all of the classes.

Give each type of armor a range of encumbrance for the user.

Allow the AS to experiment on said encumbrance based on skill and materials... within the established range.

Anyone can wear any kind of armor, they just pay the encumbrance price for it. Slower movement on foot, poorer accuracy with weapons, slower weapon speed.

Mitigation would then offset the encumbrance penalties.

Assume the following: (Simplified)

Recon Armor 30% penalty

Battle Armor 50% penalty

Assault Armor 70% penalty

Now say you are a Master Pistoleer,

You could use Recon Armor with no penalties to accuracy or RoF and a slight penalty to movement (10%)

You could use Battle armor with no penalty to RoF, a slight (10%) penalty to accuracy and a 30% penalty to movement

You could use Assault Armor but at even greater penalty...

Consider it like trying to unwrap a stick of gum wearing hockey gloves the first time you put them on. You would have penalties to performing actions in them, but they would still protect you...

Certainly I have not spent the time in consideration of the AS issues as some of you... but from my reading this idea occured to me...
