1 - They put kinetic in special primarily for grinding armor. Since the most common slice on armor is encumbrance this still gives the 80% kinetic which makes it decent grind armor regardless of the slice.
2 - Yes it does spawn but it tends to be a rare spawn. Best bet is to see if you can purchase some from another smith until it spawns for your server again.
those sequence of numbers represent branches in a profession tree x-x-x-x. 4 branches, 4 boxes for each branchplus novice and master boxes below and above. normally someone will go x4x4 to get specials or defences or what have you in that certain profession. to master you would need novice, 4-4-4-4 then the master box. before the CU I had medic 4-0-4-0. one branch represented heal speed the other allowed me to use better stims.
as for the respec from tailor, I have no idea but I think it can be done.
