Right now, I'm wearing 3 pieces of composite (all I can carry...) without overly encumbering myself...
Is there any type of armor (or can Ubese be made) that is is high energy AND high kinetic? - I'm a rifleman, and granted armor isn't really that big of a deal (one shot, one kill), and I have my composite for PvP (and get fully buffed) - But for those missions I do where they use a lot of blasters... Any suggestions?

unfortunately, up till composite nothing really has enough layer slots to accomplish what you want. You're gonna have high in one or the other, or a nice average in both. Just nothing good out there that's light and protects against both that well. Nothing really has a special against energy 'cept bone, and well......yeah

Unlayered Comp can get up to about 45-50% resists in both, and low enough encumberance to wear without buffs or with some basic food. Another choice.....if you can find it all, is to get weak Krayt Segments, as well as a 12 point smith. They should be able to get you an even lower HAM 40% suit using crappy 10-11% krayt segments. Remember, most MOBS are using AP0 kinetic or AP0 energy, so even a 40% suit will block 70% of the damage. That should make your rifleman pretty good for most PvE situations.
Tantel can get up there in energy, with a layer, but so can bone. However due to the statshift/vunerability, it isn't good for kinetic. You could get a light ubese suit, and a bone suit, and just switch em out if you want, depending on whether you are facing energy or kinetic.
Or just come by my shop
and pick up a crate of PSG's. Sure the stats shift, and they need to be monitored often to ensure correct functioning, but hey, 33%/34% energy/kinetic for 0/0/0 encumberance is worth the weight for sure.
