Last night I madeseveral composite gloves with 36% stun and 60% Base.

I wrote down how I experimented and what rescourses I used.

Today when I try to repeat the prosess I can't get the base above 59%.

I make everything from scratch, no factory runs.

Is it some type of bug or am I just horribly stupid?

Chances are if you are doing everything EXactly the same, You may have had an amazing success in there that you aren't getting now...

It's unlikely.
I wrote everything down and I made 3 diffrent gloves from scratch.

I've had similar results. Keep in mind that the number of units usedof a particular resource changes in various pieces. If we knew the math behind the scenes, it would probably make sense. Obviously, something that's being used in a larger quantity is reducing the total.

Think of how the layers work. You get 3 layers at 4% and it raises the base by 13%? There's a decimal at work here.

This ispure speculation. I haven't actually researched it......
