I know for a fact that it is possible to Crit Fail at the segment crafting level. I failed on my very 1st combine(before you start experimenting) on the 1st step of the quest. And then again on a segment(Interwoven RIS Seg.). This time though, I was midway through the experimenting process. Not real sure if you can fail on an actual piece. I havent had any failures like that yet.
