I think there's a T21 Rifle (Exceptional) that can be had frfom the Nightsister Elder on Dathomir.
(SP 3.9, Dam 594-1981)

Also, I don't know just how well T21's can be damage/speed sliced nor what can be used to reduced the special attack costs.

Anybody know what's the best T21 and cost ?

Wrong forum, but I will answer your question for the hell of it.

If you find a T21 like that, you are set. Don't expect to find one though, that is not a static drop. Speed sliced T21s are the best to use while climbing the rifleman tree, but once you hit master, its all dmg sliced stuff.
