i figure that it loses it's protectiveness, but what else happens?
does it poof?
does it still encumber?

It has encumbrance, but doesnt protect, and can't be repaired (theres some rumours of people with high repair modded clothing being able to salvage them from going negative, but 99.99% of the time, the next repair will take it into negative durability and after that it will break.)

**edit**... i was hopingi could wear zero condition composite and have it not encumber me...

But if the armor is socketed and i have skill mods, do I still get the skill modifications at 0?

Well, a little horror story I saw on the game guide foruma bit back. An armorsmith died while wearing his crafting clothes right outside his house. When he cloned, he no longer had 12 points. 1 Death, either 1% or 5% decay (he didn't say). Even though his screen still showed +125, he no longer had the 12 in reality. My personal theory based on this, is as each piece decays, so does the skills. He never reposted whether repairing the outfit fixed it, or whether he tried.

Can it still be worn? Don't really care if it's functional or not. Just want to know if it will still be wearable for looks, and if 1/1 is too. Are there any plans to change whether or not 0 or 1/1 condition armor can be worn?

You can still wear them but they dont work. I think only the gloves and boots will be useable at 0 condution cause they give you no armor protection.
