I want to do some Recon armor with advanced cores that has primary stats as balanced as possible. Before I go and confuse myself (migraine meds) experimenting, do you guys have any recommendations on layering?

I'll assume you are doing this to make a sellable line of armor.
First off: Don't bother with layers if you can't cap unlayered recon. Layers are resource and factory-time extensive, and people tend to value 6000 average protection armor much higher than 5990 (They don't feel the difference, but they care nonetheless..).
Second: Truely balanced recon would be quad-kinetic layers - you should end up with about 6000 kin, 6000 energy and 6000 elemental.. exactly the same as capped battle for twice the cost. Instead I would use quad primus (app. 5500 kin, 7500 energy and 5500 elemental giving you a better overall protection imo) or perhaps double-pri double-kin (5750 kin, 6750, 5750 elemental)

Actually, it's for a special order, but if it works well, I'd try a small run to stock, see how it goes. (I already have primus and unlayered as my standards, and I'm now capping my unlayered recon.) The buyer can't wear battle, thus the request for "balanced" recon. Then it sounds like slathering on kinetic layers will give him what he wants--cool.
Thanks!
