Not usually unless they are very good. A decent smith can craft stuff that is better than most loot drops.

There is currently a debate on the use of armor segments from loot drops. There are two types one is an armor segment the other is a armor segment enhancement. Since I tested this out on Fambaa drops I'll use their example.

Fambaa's drop Fambaa hide segments and Fambaa Hide. The segments when examined will always specify which armor they can be used in. The enhancements, in my case the Fambaa Hide, can be crafted into an armor segment enhancing it with their stats. The debate is that they cannot be used in armor that is not associated with the regular segment drops, but I have attempted using in other armor and found it possible to add the enhancements to alternate armors.

So if you find the enhancements, they could definately be of use to a smith. However you need to find one familiar with the concept and willing to use them. Considering some armor requires factory identical pieces you would need to have enough of these enhancements with the same serial to make it desireable. Finding that number is rare.
