I'm having a hard time finding AS experimentation skill tapes. Where do they drop or who drops them?

There is no specific place. You can pull skill tapes out of locked containers (very rare), get them from npcs, etc. The higher the level of mob the better chance to pull a skill tape that has higher than +1 to it. Some of the things I've pulled skill tapes from (may have changed). I think I got a skill tape off of a vapor thief before but it was like +1 to cover or something like that. You will mostly pull junk SEAs before you may find a highly coveted one.
