Yes, it does mean you can wear it... Scarelin has been wearing advanced recon since hitting novice rifle - he just can't mitgate off all the hinderances but still wears and is effectively protected by it.

all of it is a little out of date, I made this with justapilgrim account when CU first hit to avoid all the 1000's of questions being repeated, a new one would be in order, but the new stickies cover most of it
and can't edit this since I have permaban on that account (on forums)
