When you break it down all you get back is the RIS Segment. How it ends up is up to whatever AS you use and what the stats are on his Battle Armor.

The RIS segment is just an enabler that fits in the final assembly RIS appearance (chestplate, bicep etc) that allows the smith to actually craft RIS. One RIS segment per piece. Post CU the RIS segment is crafted from a GDK, wooly frag and gurk hide plus a couple of resources that can have any old stats.
As long as the armorsmith can make battle cores and has talus fiberplast and chromium aluminium to do the final combine then they can make you RIS if you supply the RIS segments from dis assembled pre CU RIS.
The protection stats will be determined from the battle core the smith uses, ask them what stats they can acheive. Most popular choices are primus layered or energy layered battle cores. Primus gives a medium boost to kinetic and energy at the expense of elemental, energy layers give a big boost to energy at the expense of kinetic.
The condition on the final piece will be determined by the DR, SR and Quality stats on the fiberplast and chrom alu.
To give you some idea what to expect with regard to stats for a good set
Primus layered, 6500+ energy and kinetic, 5500 base.
Energy layered, 7000+ energy 5000 kinetic, 6000 base.
Condition 100K+
