How will it change the way you layer your suits?
I for one plan on testing out alot of PvE to see whats what. Ultimately I see myself using primus layers after the fix simply to negate losses on elemental layers. I also see myself begging on some corner of coronet for any scraps of kerrol fire-gemstone.
How bout you?

No difference from what I make now. If you want to protect against an elemental weapon it will always be more effective to layer agains the primay damage instead of the elemental.
Try do the math, take a normal suit with priums layers and another with specific elemental layers and a 3rd with kin or energy layers (depending on what you are attacking with), attack with an elemental weapon that you have layered against. Protection will be normal layers > elemental layers > primus. But the difference between elemental and primus is very low and the priums layered suit can be used against any opponent while the elemental layered one is only good against some few. I can see NO situation where I would want to use elemental layers.
