The special on padded is blast, so base is the way to go on the final armor and segments.
As far as the layers, I recomend makeing a few pairs of gloves to find your optimal layer combo. I'm guesing you'll want to take the base on the layers up to it's full 4%, then run up the kinetic as high as you can. But play with it, get the numbers you like.

Use kinetic layers ( 2) up to 14%. If you have any extra points, put them into base, rahter than ham. On the segment, max the base as far as you can, then go to ham. In the final combine, kinetic will go up with the base. Using medium yavinian and lokian and rest great resources ( and 13% layers), I made 72% kinetic 44% base. With better yavin, lokian, and layers, you can hit 80%.

Hi,
Sorry if this has already been asked before, but the search function is completely overloaded, so I can't do that 
I got all the materials for padded. However, I'm not sure how to go about allocating the experimentation points. Should I go for boosting base like I do when I make 80% kinetic composite, boost the special like when I'm making 72-74% kinetic ubese or put some in base and some in special?
