How do I start it. Do I have to be Imperal to do it? Thx

You have to be imperial to get the quest

The quest giver is in the med center at the Imp outpost on Dantooine

After you get it anyone can use it or make it you just need to be imp to actually get the quest.

Quest starts with Xaan at the Dantooine Imperial Outpost. He is in the building behind the Imp Recruiter. Quest is fairly simple and should only take you 30 mins or so. Also, even though they are 5 use only, you can craft a schematic that will let you make up to 332 in a crate. Good news for those who have BH friends to supply! Now if the devs would just prove true to their word and make the dern things LS resistant on a permanent basis.
