Does the number of times you repair armor effect the chance of failure? please get back to me. thanks.

The chance of failure is based on the quality of the repair tool. However, each time you repair the total value (item's total HP) decrease a certain amount based on the success of the repair. So eventually your armor will decay to 1/1

so if i were to use a repair tool with an efficiency of 99.307 would it bring it back up to its original hp?

Nope. You'll never get it back to its original quality.
