Is it true that AS makes the Non-Decay shirts? If so do you have to be master and does it take certain loot drops or is it a standard crafted item

No, not true. You're thinking of ubese shirts from long ago. At one time, they had no condition stat and never decayed, making them a safe home for AAs. Now they don't even have sockets.
