How does one get certified or get the schematic to make these puppies?

You get a limited use, non factory runnable schematic, from a guy at the Dantooine Imperial outpost, the building where the Recrutier stands infront of has an NPC inside he gives you a few missions and the end reward is the schematic. Takes about 20 mins or so.

np, fortunatly I had crates and crates of these laying around, and selling at 100k each
