The max for kinetic protection is indeed 15% with kinetic layers. Alas that is with 100% experimentation (ie: perfect resources). Some few of us were able to make 15% layers during the single day of funky crafting rules, but if you missed that boat you're stuck with 14.xx layers.
Don't lose heart tho cause there is a hiden decimal. So your 99% experimented layer may not be 15%, but it is 14.86%, so pretty darn close all the same.

Keep in mind that maxing the kinetic resist is only really a good option for Ubese (Maybe Tantel or Padded, but I don't really work with them)
If you're making compo,see ifyou can get 4% base and 5% Kinetic, then put the rest of your points in HAM. That should allow you to continue experimenting the base to the max with each step, putting the rest of the points in HAM. Doing this I got 80 kinetic 63 base my first try, using some awful wooly hide.
