They were crafted during the single day after Publish 7 when experimentation worked differently. I don't believe they can be made any that good any more, but I expect people churned those out like there was no tomorrow (which there wasn't), so vendors should still be stocked. At least they are on Naritus.

100% Armor Tools can be found in my shop for as long as they are on my vendor. I still have Plenty as of right now. My shop is at 604 -5135 outside Coronet on Coreillia.

Be aware that even with a 100.0% repair tool you can still fail and the item falls apart.. the condition is almost always reduced...

Not quite sure what the 100.0% means given the above

A fail with a 100.0% is very unlikely, I am an armorsmith and use 99.09 and almost never fail

I still make 99.9999% Armor Repair Tools on Tempest, thanks to a CD 1000 Copper I've been able to hoard.

Don't know if the failure ratewould be any different between using those and 100% tools, but I suspect you won't be able to tell.
