Firstly, seems there is some confusion. I don't believe these are intended to add 'feathers' to the appearance of armour. The term Feathered Appearance Enhancer referes to the stage of the crafting process where the appearance of the armour is determined.
Secondly, and most importantly, they do absolutely fk all! Made some with both old and newly looted feathers but they seem to make no difference what so ever. Give no +Health benefit, give no extra protection, give no additional condition. At one point I thought they gave a guarenteed 4 sockets, after I got 4 pieces with them, but then 2 pieces got 3 and 2, so can't be that.
Only possible thing I can think of if they aren't bugged is to slow the decay rate on armour....but it would be nice if a Dev could confirm what these are actually intended to do so we know if they are bugged or not

We just looted a stack of 8 feathers from an albatross today. On examine, they had no stats. Gave them to an Armorsmith to test and he said when he made the feathered appearance, it came out with +22 health bonus. Added that appearance to a piece of armor with another enhancer and it capped out at +50 health bonus. Just an FYI for all the ASs out there, guess this means the feathers are fixed, but they have to be freshly looted.

Looted a feather of one of the creatures on Kashyyyk last night. No stats on it.
There are also special hide items (high quality etc etc).
Not sure what these do but thought I would tell you about them so you can experiment.

when I first started reading this I was upset because I had wished I read it before making my Feathered Enhancement. Now it looks like they work but only with new loot. So...once again we have loot that didn't convert.

i'm slightly disapointed by this news, I was under the impression that the feathered option changed the armors look... I was thinking well the option is only on the head, chest and legs so perhaps it gives the stormtrooper armor a shoulder pad? - guess not.

This is bad... I just wasted 9 pre CU feathers in a RIS final build.

Exactly the same happened to me as well, highly annoying.
